Y In every village soviet there are independent farms that have not yet been absorbed by kolkhozes, that are scattered among kolkhoz farmers and fenced in by kolkhoz land and whose land is not close by, which hampers the tilling of the land and the breeding of some cattle, because an independent peasant's cattle, living among kolkhoz farmers and not having any land of its own close by, may invade the kolkhoz cropland at any time, for which fines are imposed. I request an addition to the article to allow the existence of independent farms, so that by a village soviet's order an independent settlement can be established with all the conveniences for living.
