Leter from kolkhoznik I. Pirogov to Krest'ianskaia Gazeta asking for explanation of kolkhoz policy, 1938

1. Can a kolkhoz member go to work in a factory?

2. If he can leeve to work ina factory then why doesn't the board give out certificates permitting people to obtain their [internal] passports and why don't the raion bodies order them to give out certificates?

Example a kolkhoz farmer dusn't take to som things about this kolkhoz like living under climatic lokel conditions he wants to leave and asks for a certificate then the kolkhoz Board says we wont give you a certificate go work and the kolkhoz farmer says I wont work give me a certificate I'm leaving. The kolkhoz farmer doesn't go to work then they start to enfriten [scare] him and keep him until the kolkhoz farmer has nuthing left and at last they expel him from the kolkhoz and the village soviet taxes him right away like an independent and he even is left without nothing he spends everything on food. Please explane did they do the rite thing or the wrong thing.
