I. Basing on results of trial mobilize party, working class, democratic forces for entire smashing of trozkyism, agency of German fascism [J]apan[ese] militarism, most vile enemy of the Soviet Union, fighter for restoration of capitalism, provocator of war, enemy of libery and independence of nations.

II. Give concrete picture of counterevolutionary activities of trotzkyism in capitalist countries, of his fight against united front, people[']s front for the purpose of splitting workers movement in interest of fascism especially in France, Spain and your country.

III. During the campaign demand in name of workers organizations, popular masses the expulsion of Trotzky from Mexico and to place himself to [sic] proletarian soviet tribunal.

[Use] pressure of masses effect[ively], that organizations and persons influenced by Trotzkyism denounce solidarity with Trotzky and his criminal activities.

Organize meetings with reports on trial by comrades who were present on [sic] trial. Popularize in widest way resolution of presidium on results of trial, reports of trial and pamphlets on trial. More exact instruction follows.
